This Policy Toolkit shall improve understanding about mini-grids, stakeholders and options for supportive and regulatory frameworks with the aim to make investments into mini-grids more attractive. It targets policy-makers, project developers, investors, development banks and donor agencies, primarily in Africa. The Mini-Grid Policy Toolkit is a joint initiative by the EUEI PDF, REN21 and ARE in the framework of the Africa-EU Renewable Energy Cooperation Programme (RECP).

The Africa-EU Renewable Energy Cooperation Programme (RECP) is an instrument of the Africa-EU Energy Partnership (AEEP) and aims at promoting renewable energy market development in Africa.
The EUEI PDF is a flexible instrument of the EU Energy Initiative (EUEI) supporting the creation of an enabling environment for investments in sustainable energy markets across Africa, Southeast Asia, Latin America and the Pacific. Furthermore, the EUEI PDF supports the strategic energy dialogue of the Africa-EU Energy Partnership as a secretariat and the implementation of the RECP.
ARE is an international business association representing the decentralised energy sector working towards the integration of renewables into rural electrification markets in developing and emerging countries. ARE serves as a global platform for sharing knowledge and best practices to provide for rapid implementation of available and advanced renewable energy technologies and services.
REN21 is the global renewable energy policy multi-stakeholder network that connects a wide range of key actors. REN21’s goal is to facilitate knowledge exchange, policy development and joint action towards a rapid global transition to renewable energy. Bringing together a wide range of stakeholders REN21 provides high quality information, catalyses discussion and debate and supports the development of thematic networks.
The development of the Mini-grid policy toolkit was supported by Inensus GmbH, a private mini-grid developer and operator.
